How can I get Full description and Short description to show up in a product right now it show Full description and not what is in Short description unless nothing is in Full description.
I would like both to show up how?

Are you talking about the product details page or the product list pages?
To have your short description show up on your product list page, just put your shorter description in the short description box when you add your products.
