I’m trying to find a good banner carousel that uses JQuery preferably (I’ve been told this is better than using flash as the content is exposed and is just better tech.)

I have used webgraphiq banners with no problems. They have several.

Its free, has some great transitions, really easy to skin and modify.

I’ve used it now with several projects works great 
and its made with jquery.
i use webgrapix addon and it quite easy to use. just one file has to be edited to give your needs. i would say spend your money there, it’s most probably going to save you money in the long run.
heres a sample of webgraphic file which you have to edit to get your banner(one per image change). Like I say it works really well and you’ll be up and running in no time. Support has always been good as well. link to his page here
