In the latest cs-cart, where is the
“Storage->Cleargenerated thumbnails” gone?
Go to Website > Themes.
Click “More” dropdown.
But where has clear templates gone? It appears as though ctpl no long does anything.

For " clear templates " do you meam clear cache?
Its noe on top right when you click Settings
The ‘ctpl’ parameter is still working. Could you please check if the var/cache/templates/ and var/cache/ folders are writable in your installation?
