We are looking for a modification that will add a top bar with text and a coupon code when landing on a page. It should have a way to close the bar in case the customer wants to get rid of it. You can see an example in the attachment. The red bar and text is displayed when a customer lands on a specific webpage. Should have options to change the text displayed as well as the coupon code and colors.

How do you want to manage which pages, what coupon code and any other “triggering criteria”. Should be pretty straight forward. Biggest cost will be the administrative interface unless you want to use the same code, text, and apply it only to specific page types.

Can you set a pop up message for a category? How does Google handle this?
Not following what you're asking and there is no Google tracking specific to this. This was intended for the more common use of Groupon or a returning visitor from an email campaign to get a discount when hitting a specific landing page (or pages for different offers). You can set it to activate on a category page. Any page will activiate if it's setup for it.
