In Discounts > Global Discounts > Details there are choices for:
When order total exceeds:
When total amount of product exceeds:
It would be great if those choices were also available for the other Discounts: Category, Product and User.
After more than a year since this post, I am having the same issue.
Is it possible to apply Discount over certain dollar amount to Product Discounts? If not, then why? Can Cs-cart admins not see the benefit in this?

Probably not what you want to hear but this is possible using a cart promotion in v2.
