Vendor Panel Modification of Fields

Hi I want to ask do you have any idea on how to re order the fields on vendor panel? without touching any core files, and how to make add ons for this or clone way. I manage to change the order but on the backend which is core, I want to avoid this mistake thanks.

what I want is , I need those tabs above to be one on creation of a product, all in 1 page,
the shipping properties , options , features , tags, variations and etc., what I will do, these tabs working only on update after creating. Do I have to make my own add-on for this?

Yes, unfortunately this is not possible out of the box
