I'd like to rearrange grid elements in my layouts as seen in the attached screengrab. This seems like it should be a simple click-drag operation, but that only works with the block elements inside grid elements. Can someone explain the procedure?

Grid can not be moved. The suggestion is to resize the grid and move the blocks accordingly.
