USPS is not pulling the correct shipping rates in real time

After a very long and frustrating time, I finally made CS-Cart realize that they have a coding issue that has to be fixed regarding the API connection with USPS. This issue returns a higher rate for USPS shipping.

Guys, please fix this as we can’t offer low-cost shipping and lose clients due to the high shipping costs.

Could you please clarify your question and point me to the source where one of my colleagues confirms this? Unfortunately, I have not been able to find anything similar.
