Tax tab in admin>shipping and taxes missing

I havent edited taxes in a while and am on v 4.17, the tax section seems to be missing in the admin>shiping and taxes drop down Screenshot by Lightshot

Any idea to get it back or has it moved maybe ?

I have checked phpmy admin and the tax tables are still showing, and I can also manage them from this link dispatch=taxes.manage
but strange how tab isnt showing

Make sure your admin account has Taxes “Full access” permission. If still not work then it might be caused by 3rd party addons or custom mods.

I am set as this in DB, I assume this is all permissions,Screenshot by Lightshot
ANd I dont have any usergroups I can see, only API tab Screenshot by Lightshot
is root Screenshot by Lightshot
is that right ?

Please also check the cscart_usergroup_links table. The root admin (ID = 1) should not have any user groups assigned

Thanks for the replies,
someon etold me to check the language variable hadnt been deleted, and it appeared.
