is there a way to create the promotion (cart and catalogue) only for the products which are not included to other promotions or other promotions are disabled? Or it is needed custom development?

Hello!

Only if you specify products manually - some part is in first promotion and another part is in second promotion.

You can use Priority field and Stop other promotions feature. But cart promotions do not stop catalog promotions and vise versa
