Sorting Sellers By Location

Hi Forum,

Customers want to know who ships to their state/city before adding to cart by being able to filter instead of reading texts on product page.

How do I achieve something like this for state and city? Please see screenshot attached . This is a good example https://www.ebay.co.uk/local/

I would like to lock the screen till you choose your location and also allow it to be available on the filter. This allows the buyer to only see sellers that ship to their location.
