Showing Brands Without Any Product

First of all wishing you happy years.

I want to add and show brands without adding any product. Is this possible ?

Because if there is any product in brand, this brand will disappear in the brand list.

Hope to find a easy solution.

As far as I remember, scroller with brands does not take into account products amount
