I am trying to set the shipping locations in the checkout/estimate rates to show just 4 locations, Instead of all the countries and all counties/states.
I have been at it 2 days but keep cacking it up. All I want is like image attached just for the customer to choose from UK, Ireland, Channel Islands (like bermuda but colder) And Isle of man.
No counties/states.
can anyone give me a shove

You will have to create your own selector and then use hidden value for country. Your selector values must match the states you want to use I.e.
Suggest you make a file that can be included for your selector.
