The shipping software we are looking for must be able to serve our primary pursose of door to door shipping of products sent by our indian sellers to our Australia customers directly.
We also want to make the shipping payment to the shipping provider from our Australian bank account.

I would look at Shipping Easy - they have an integration available in the CS-Cart marketplace.
I know some of our clients pay them (add to their balance) via ACH though I cannot speak for AUS banks.
