SORRY. USER ERROR. THEY CHOSE A SHIPPING METHOD FOR MEMBERS OF A CO-OP IN ANOTHER COUNTRY. DISREGARD POST.
Customer put an item that includes shipping in the cart. Also puts item NOT including shipping in the cart. Cart did not add shipping for item that did not include shipping. Checked configurations for item not including shipping and it is correct. I did the same action with the same address and it DID charge shipping.
