I got one customer (Bagus Inc) who configured through his vendor panel free shipping in Canada, and when we tested it, at the checkout it applied the free shipping but it displays another message in red just under the shipping address which reads '' Sorry, it seems that we have no shipping options available for your location. Please check your shipping address and contact us if everything is okay. We'll see what we can do about it.''

Sounds like the location hasnt been enabled in shipping as free. You still need to have the rate area and locations set
As I can see it from the video, there are no rate areas assigned to this shipping method, so it is unavailable at the checkout.
Please make sure to set up the shipping rates for the used shipping method, in order for this method to be available for your customers.
