Ship As Billed Not Working

I believe that I have this option set up properly in the profile and orders but when the customer clicks on ship as billed choice the program insists on having the customer enter the address again.

What can I do to correct it.

Billing address/Shipping address
User-defined CSS-class:
Profile (Show / Required):
show box is checked and this is placed in the billing section

Please make sure that billing and shipping sections have the same set of profile fields (including "required" property)
