Sales Tax Based On State, And User Group

I am trying to add 7% Indiana Sales tax based on Product group, State, and User Group.

This doesn't seem to work. ( I get nothing ) .... should it? Any ideas?

I don't use promotions but my guess is that they only subtract, not add.

Not sure exactly what you're looking for but you can tax exempt certain customers.

Right. The system takes minimal price between main price and discounted price
