Promotion Products Not Showing Up In Sales Page

I created a sale promotion and tried to add the products in the On Sales page in the storefront but it is not showing up.
When I check dispatch=products.on_sale, nothing shows up.
The minimum final sale discount in the addon setting is set to 5%, my promotions are set at 30%.
Can you help.

This page displays only items which has price higher than list price. Promotions are not taken into account
