We have checked the whole payment process on our side now and it seems that the problem is either on PayPal or Plimus side.
Actually, I personally couldn't use PayPal as far as two days ago, it just wouldn't process my order without defining the reason.
I suggest you request some help from Plimus or PayPal tech support.

I just used Plimus + Paypal to prolongate my domain, appears to be working correctly.
