Place Order Button Missing For New Customer

HI,

Cscart Multi Vendor: 4.17.2-sp3

The New customer account created and try to place order with new customer the place button not showing only continue button showing. this is an problem or I need change setting?.

You can reproduce the issue with new customers only? Old accounts work as desired?

This issue only happens in new customer and the old customer can place order without an issue.
