Paypal "things Dont Appear To Be Working" Error

I am trying to set up Paypal Express integration.

After setting up, any test purchases transfer to Paypal, and after logging into Paypal a pop-up comes up with "Things Dont Appear To Be Working at the Moment".

There is a "Try again" button, which if clicked, completes the payment. So everything then works but this message always pops up.

I have contacted Paypal support and they have checked their logs and they are not seeing any errors. Not sure why not, because this is definitely their error message.

Any ideas welcome!

Try to make a real transaction, the error might occur only in test environment of PayPal.
