I just made a page and made another page under the previous page, however, it is not appearing. For example, I made a page #1 and a page #2, and I put page #2 under page #1, but page #2 is not appearing under page #1. Why is it not appearing?
Where the page #2 us not appearing. Store-front or back-end?

It depends on the version you use. In old versions links in the footer were displayed through HTML block. In newest versions menu is used there. So start from checking corresponding block settings in layouts
