Order Status Button Colors Are Not Showing

With the latest versions of cs cart (4.13.1.SP2), order status button colors are not showing for other users except the Admin. Only Admin can see different colors according to the order status. Other users set for like customer care shows no color. can see the image

Technical support team marked it as correct behavior of cs cart that if the order privilege set except "Full Access" then that colors will not show. Through from last 2 years I used with the "Custom access" for the Customer care team with those colored button and that is very useful to work fast. With the recent update it was disappeared.

Is it not a wrong decision? Customer care/manager user group should have this option. And for safety reason, don't need to give them Full Access privilege.
