No Way to Force Customer to Select State?

This has been discussed before but that other thread has been locked down. Is there a way to FORCE customers to choose a state when filling in their information in checkout? I’ve had several orders recently where the customer has failed to enter that information, so then I have to do a google search of the rest of their address to find out what state they’re in, then I have to edit their order to reflect that before I can export the order to Pirate Ship to print a shipping label. Pretty inconvenient. Most web sites that I shop on won’t let me carry on if I miss out an important piece of information like that. Surely CS-Cart has a mechanism to enforce that. Where is it?

The State field should be required out of the box. Please check the Deliver to block on the Checkout layout page

Oh, I see you use custom checkout. This is the reason. Please contact the developer of this checkout and ask him to fix the issue

So what I found out is that the default CS-Cart installation doesn’t have a way to force the customer to choose a state if there is no default state chosen. I don’t want a default state, because then people sometimes just leave it set at my state and they end up paying sales tax unnecessarily. I guess I could set the state to something different, like Ohio. However, the one-step-checkout add-on from CSCartRocks has this feature! You can force state selection when there is no default state chosen! CSCartRocks has now turned this on for me. Thank you for your attention to this matter.
