No email notification for orders to admin and customer?normal?

So i’m testing with sandbox paypal account and submitted an order, i can see the order in admin orders panel but I don’t get any email notifcations of the order either on the admin end or the customer end.

Under orders, it says it has a status of Processed. I have to go tickmark Notify Customer and Notify Orders Department and then I will get any email to both.

Is this how CS-CART works? Or am I missing a setting somewhere?
