I am changing servers with a CPanel migration so everything will be copied exactly.
Which file do I put the new IP in?

If the domain / sub-domain is the same you don’t need to change anything on CS-Cart configuration, everything will run smoothly.
PS: please make sure you delete the folder var/cache and force platform to regenerate

Actually the site is working well as you said.
If I delete var/cache what does that do and could it cause any problems?
It will delete all cached data (including templates, store settings, etc)
It will be regenerated after next website visit
