Localize offline payment or shipping settings?

I have a lot of problems with people from India buying stuff from the webpage and then selecting a shipping method and then “payment on pickup” as the payment method in the hope I wont notice and it will go through.



Is there any way to localize the payment method “Pickup and pay” to Australia only?



I also cannot seem to find a way to stop international people trying to dodge paying post by choosing “pickup” from the list of available shipping methods. Is there a way I can also localize this to Australia ?
