On my site I do not allow customers outside of the US to place an order, they need to contact me and I will calculate the shipping for them. In order to do this I have to disable all countries other than the US.
After the international customer pays I would like to be able to create an order for them, but since their country is disabled I cannot. Is there a way I can unlock the countries for only the administrators so I can place an order to countries not normally offered to customers?
