If you are using the CS-CART demo it’s essential that you have IONCUBE installed prior to installation.
IONCUBE is a source protector and encrypts the outputted information before it is displayed on your webpage. In this case I believe you have a CS-CART demo.
Should you not be sure to uninstall ioncube as it’s not required for a licenced version of cs-cart. Should this be a licensed version (which I doubt due to your error message) be sure to open config.php, if it’s available and change demo to off
