We bought a copy of cs-cart pro and registered it with out domain. But we want to develop it on a different domain and move it when it's ready to go live.
Is there a correct way to do this? Since it's registered at a different domain, I assume it won't work correctly. I couldn't figure out how to change the domain in our account.

This is a very good question, and I'm also interested in this topic.
Why not just set it up as http://www.domain.com/dev or http://dev.domain.com ? Then you don't need to worry about the licensing or anything.

We currently don't have access to the cpanel on the live site, but we control the domain. As a result, we wanted to build the site on a test server and then point the domain at our new host when we are ready to go live.
In all the previous versions of the cart, the cart will continue to work. CS-Cart will eventually send out an email to you about you using the cart on a different domain, but that is it. I dealt with a company that changed it's name and it's domain. It was at least 30 days before they got an email about it. I then contacted CS-Cart and explained everything to them and they were totally cool about it.
You could contact CS-Cart directly through your help desk and see what they say. Ask for 60 days or something. I'll bet they won't have a problem with it.
