When installing an addon, if <dependencies></dependencies>
tag is empty, the addon cannot be activated. In previous versions, this worked

I’m afraid, I was unable to reproduce this issue in version 4.19.1 Beta. I added the dependencies XML node with no body to the My changes add-on (addon.xml) and successfully activated the add-on.
