Right now I am unable to import/export the categories by themselves. Is there a way or an add-on I can purchase to be able to import/export all of the category data?

Brandon's mod is the comprehensive solution, and its good of him to share!
However, I figured a workaround for this problem. It seems that if you upload a product, and add “related categories” in the CSV file, if the categories do not exist, they get created!
So to mass-add categories, I just upload a single test product tagged with all “related categories” in the CSV, and its done. To get format of the CSV with related categories, you can try downloading one such product.
