I wonder if it’s possible to send an email to all the customers ? (even if they have not ask for newsletter).
How can I do that ?

Content->Newsletters
Add a Newsletter
Down at the bottom click “Add Recipients from Users”
Add everyone
That should do the trick

actually i coudn’t find it because i am using the admin page with my langauge (greek) which is very bad translated
