If we want to give discount on shipping say 50% based on a coupon for a user how can we create such a promotion ?
Goto promotion -> Add cart promotion -> Add condition (shipping method) under condition tab -> add bonus (order discount) under bonus tab.
if you need coupan code the add coupan condition also under condition tab
We dont need to give discount on the order but only on the shipping. E.g. if some one has an order > 500 $ then give 50% discount on shipping.
Goto Shipping Method -> Add/Edit Shipping Method -> Goto Shipping Charges tab -> Configure product Cost Under Cost Dependencies.
eq : More than 0.00 -- rate 40 -- Absolute
More than 500.00 -- rate 20 -- Absolute

This cant be absolute discount since the calculation might be happening based on the weight and the discount has to be on % age basis. Its a bit surprising that a very basic feature is missing in cs-cart, most of the online ecom platforms offer this feature where if some 1 buys above a certain value you get a discount on shipping or its totally free.

Please check there is a also option for percentage.
