Need a help. I need to exclude in UK a specific postcode from shipping. How I can do this?

I am trying to exclude BT postcodes. But also I am interesting about highlands and islands setup.
I need to have let's say 2 shippings. 1 excluding BT postcode and 1 full UK shipping. And vendors can choose what suits them when creating shipping. Is it possible?

you could create a location called "uk mainland" or whatever
then add only the states you want to ship to in that location, leaving out Northern Irleland counties of Antrim, Armagh, Down, Fermanagh, Londonderry and Tyrone.

You will see mine below contains the NI counties as we ship there, but then we also have highlands and islands zip codes added in anther location which charges a premium for shipping to them

I see. If I adding states I don't need to add country or if I adding postcodes I don't need to feel other fields?
Because I have tried adding postcodes like AB* SW* and added country, it didn't work for me.

Coming back to this topic.
How to make shipping related on postcode and not on state? Because if customer choose wrong state, it is still possible to checkout. Please, any suggesting.

You can set up rate areas to be based on postcodes only:
The issue it is when entering a postcode at checkout, asking to click to update shipping rates and after click not updating until you change state and click again. Seems the postcodes cannot work separate update shipping rates without states.
Am I wrong?

Changing the postcode will always recalculate the shipping rate, even without clicking the “Recalculate” button.

My question to @CS-Cart_team : postcode recalculating the shipping even without clicking Recalculate, is it possible to setup checkout without this step to click recalculate?
Update: Checked on cs cart demo site and there if entering the postcode asking to click recalculate.

Currently no. They aren’t stored anywhere but in rate areas and rate areas aren’t supported by the import/export functionality.

I’ve also checked. It seems that it does not work this way from 4.16.1. That was the news for me 
These were some changes that were originally not aimed at the fact that changes in the zipcode field were causing shipping to be recalculated.
