How many CS-Cart can I install on one computer?

As many as you want really, so long it isn’t accessible to the public.

We are installing several cs-carts and are testing different VPS hosting configurations. So I wanted to get the community feedback on this…

Do you think it is better to get a single VPS with high RAM and CPU and put all the carts on there, or get separate VPS’s with low RAM and CPU and put each on it’s own? Will the carts benefit from the high RAM and CPU even though it is shared among other carts?

One VPS, No benefits splitting hardware/resources for individual virtual environments if they all do similar transactions on the system. Sure makes diagnostics / fixes easier in the long run.

Make sure that you have a license for each “PRODUCTION” installation. This means website available to the public where customers can transact.

DEVELOPMENT installations require that you restrict public access via htaccess or similar.

Another viewpoint that I might consider if running multiple production sites is that if all sites are on a single vps server, then if that single server goes down, then all of your sites (moneymakers) will go down at the same time.
