How do vendor plans function?

I’m trying to understand how vendor plans work.
Do they require a cron?

Here’s one of my situations:
I had a vendor pay for a plan on Oct. 10, 2024 for 1 month. However, his account was suspended on Nov. 5, 2024.
Since he technically did not owe payment at that time, I couldn’t re-activate his account without manually putting $0.50 payment on his account.
Now it has been a couple of days after his 1-month plan and his account is still active.
I had to lower the balance in the addons settings in order for the account to change status.
What confuses me most is the warning on the account asking “please deposit at least $0.50.” Why??
How long does it prolong the vendor to pay for the entire plan cost?

I’ve searched CS-Cart docs and couldn’t find any in-depth information.
Does anyone have any answers or insight?
