All depends on how you want to deliver it to them. You can just upload it to your server. Then create a Quick Links or Top Menu to the file. Or create a free product and attach the file to it.
If you need detailed instructions let me know I will help.
You can upload them as Attachments on any product; they will be available as a free download on the ‘Attachments’ tab in the storefront. You can rename the Attachments tab to something like “Manuals” in Contect->Languages - search for ‘attachments’ and change the value to what you want displayed.

i ordered the pdf software today so should get that in a few days
I would like people to have to add a product to their cart, signup for an account, checkout without payment to get delivery of the said zip or pdf file at that point. Thus creating a customer base and sales history in the process of delivering free products. I assume it’s possible to add pdf paid for products that work this way - is it as simple as setting the price to 0?
Any suggestions?

Setting the price to free and making the zero price action as “allow to add to cart” would achieve the result you wanted.
