Doe anyone know professional developers who can build a headless custom storefront or backend for Cs-cart? The default Cs-cart backend and storefront look like a legacy enterprise banking software made in1999.

A number of developers offer alternative themes. Check out the cs-cart marketplace, or look at the partners category in the forum.
Customisation to back end is also possible, these tend to be minor tweaks rather than wholesale changes.

Yes Unitheme is the best examples of a great theme that changes the look of the storefront, but great support and customer satisfaction is not their priority. I will keep looking around.
