function.fopen error on "Design" > "Blocks" (2.0.8 new install)

I went to edit Design > Blocks and got these errors (screenshot below):



Any ideas? It’s a fresh install of 2.0.8. No code modifications. The first time I installed, I didn’t include all files. Then I deleted all files and re-installed, keeping the MySQL database.

For some reason the error is no longer there. All I did was add a banner and that seems to have fixed it.

Seems that you disabled the Gift registry and affiliate addons without first removing the affiliate and gift registry sideboxes.
