I want to add a fuel surcharge at check out preffered a % amount of order dollar amount, how can we do this and or how can we add a surcharge on top of everything

Go to Admin> Payment methods> each option has a “payment surcharge” feature, you could add it there! Never used it so not sure how it shows or when.
You don’t say what version you are on so you might not have it.
