is there a way to prevent customers from outside of my country from using the free shipping coupon codes?

Yes it can, in 2.0.4.
Go to Catalog → Promotions.
Enter a new promotion, called “Free shipping, USA”
enter your valid dates
click on Conditions tab
Add a NEW Condition
Select “Customer Country” from drop down
and EQUALS “USA”
Go to Bonuses Tab
Add a Bonus
Select FREE Shipping from drop down.
Save the promotion.
