I know that Twigmo can't display filters but can the responsive theme in CS-Cart do it ?
I am only using Twigmo at present as my cart is 4.1.4 with a beta responsive theme.
If not I guess I will have to advise customers to use the desktop view if they want to see
our Designer and Size filters.

has the option ( like Twigmo ) to see a Desktop view ?
Unfortunately, the responsive theme does not have any “views”.
If I have a CS-Cart with a ( non-Twigmo ) responsive theme
then PC users will still see the PC view though, won't they ?
It's simply that anyone using a mobile device won't have the
option of seeing the PC view.

There is no such option for that.
OK, I now know that there is no option to toggle between views ( PC or Mobile )
in a responsive ( non-Twigmo ) store.
So if a person visits a responsive site using a PC they will see the normal PC view
and if they visit using a mobile device they will see the mobile store front ?

You are almost right. Used CSS rules depend on the screen resolution. Try to open CS-Cart demo store on the desktop device and slowly minimize the browser window. You will see the difference
