I added a block of “Shipping” on page “Products”:
Block content: Shipping Methods
Group: Product details page tabs
Assigned to all products, but the tab does not appear. 
I added a block of “Shipping Cost” on page “Products”:
Block content: Shipping Estimation
Group: Product details page tabs
Assigned to all products. It is impossible to calculate because Cart is empty.
