How can i change the checkout page in cs cart to something like this :

can this only be done in the .tpl file?
or how can i swap the steps and move the product summary to the front?

You will need to hire a developer.
Note your link just shows a garbage page because a user is not logged in and there's nothing in the viewer's cart.
