You should read John's links. You don't need localization.

You probably need locations. In one of Johns links it states

A location is a combination of parameters to represent a geographical area. Locations are used to calculate shipping rates and tax charges.

So if you have taxes and shipping, you need locations.

Perhaps the text “localizations” should be changed to “regional settings” in the core of the cart it. I know it is correct terminology but it can be confusing.
