I have both Pay Pal (Internet Payments category) and Credit Card (Credit Card category) yet when checking out, it defaults to Internet Payments (PayPal) instead of Credit Card. What is even more strange is the Internet Payments PayPal option is asking for credit card info and not a PayPal login or a PayPal button and I have PayPal payments pro configured. What am I missing here?

Duh, it's the order the payments are listed in in admin.
