Is it possible that this block is missing in cs cart 4.2.2???

No, this block is still in CS-Cart v.4.2.2.Please make sure that the “Customers also bought” add-on is installed and active.

I mean in the layout it's not presented… and so the avaibilty to move it or position it. …

Have you added the block manually?

under layout there is no customer bought block…you can check at demo.cs-cart.com

You will need to go to the Products tab and add a new Products block with filling 'Also bought'.
