Osu, CS3 is not quite finished yet. They will be releasing it with only one skin. It would take some time for them to create more free skins. The blocks system is very powerful in changing the layout of your site. And colors can be easily changed by changing css.
Bottom line, unless you are comfortable with editing CSS and PHP. You will have to wait for CS to finish cs3 and then wait some more for new skins.
